Yes you are absolutely right; I think we are talking about two different areas. You can easily separate CS and PS data even at RNC level. You can split your Iu interface into IuPS and IuCS straight to MGW, or SGSN and GGSN directly (depends on the vendor).
But if you talk from the Access network point of view it is not possible to split the User traffic into CS and PS at the Node B level. Ideally we should have signed the contracts for both AAL2 and AAL5. But signalling on NodeB is using AAL5 with UBR contract. Though all UserPlane traffic is running on AAL2/CBR.
