As always it depends on the capabilities of both your handset and the network functionality. Cell re-selection(not handover) is a normal GPRS process. However, for this to occur from 3G to 2.5G the handset must be capable of using both. The HLR must be common, however if there is a SIM and a U-SIM in the phone there may not be any correlation within/between HLR's.
Probably easier to start a new session on the available network and carry on browsing.
