Input power requirements for UE reeiver

There are some power requirements for UE receiver described in the TS 25.101 in the section 7.4 and 7.5.
Does anybody know, how to interpret this values?
I mean, how to calculate the input power level of the whole spreaded signal?
Mayba a helpfull link or an article about it, or just eplanation.Thank you in advance.
