PSI6 and PSI7 messages - initially GPRS

I am been trying to discover the reason why we have both Packey Sys info type 6 and 7 messages, which are identical.

My research led me to find that the only reason for this was because some cells transmit non-GSM information on PSI6 only, PSI 7 only or on both (defined in field of PSI2 message).

If the cell transmits the non-gsm information on both, then the repetition rate for the PSi6 and PSI7 must be different - one being high and one being low.

I therefore have two questions:

1)  Is my conclusion correct that PSI6 and PSI7 messages both exist so a cell can support two repetition rates?

2)  If 1) is true, what benefit does the network operator get from supporting such a cell?
